Buchart Horn proudly announces that the Water Works Association of Pennsylvania has honored Scott Russell, Senior Vice President of our Water Resources Service Business Unit, with the Ivan M. Glace Award. This award recognizes individuals whose activities have significantly contributed to improving the Association by disseminating knowledge and promoting progressive water works practices through Section and Association meetings.
With more than 32 years of experience in civil and environmental engineering, Mr. Russell has an extensive background in managing all phases of engineering projects, from surveying, planning, and permitting to design and contract administration. His expertise includes water distribution systems, wastewater treatment plants, sanitary sewer collection systems, and stormwater management.
In his current role, Scott leads the strategic direction of Buchart Horn’s Water Resources team, overseeing environmental engineering and related projects. His leadership extends to marketing, design efforts, and ensuring that every project is executed with the highest level of quality and cost-efficiency.
Active Leadership
Scott’s long-standing commitment to advancing water resource management is exemplified by his active involvement in several key organizations, including the American Water Works Association and the Pennsylvania Municipal Authorities Association. His deep passion for the industry and unwavering dedication to sharing knowledge have significantly helped shape the future of water works practices both across the state and beyond.
