Buchart Horn is pleased to welcome back Daniel A. Cargnel, PE to our Baltimore office. Mr. Cargnel will serve as our Chief Engineer in our Water Resources division. Dan previously worked for Buchart Horn from 2001 to 2021 as a Process Engineer and Project Manager and returns to us with nearly 40 years of experience in water and wastewater treatment process design.
Mr. Cargnel is a graduate of Pennsylvania State University, where he first received his Bachelor of Science in Environmental Engineering. He later received his Master of Engineering in Environmental Pollution Control. Dan is a registered Professional Engineer in four states, Pennsylvania, New Jersey, Maryland, and Virginia, where his contributions have improved water quality and access for numerous communities. Dan maintains active affiliations with prominent professional organizations, including the American Water Works Association and Water Works Operators’ Association of Pennsylvania.
Mr. Cargnel is recognized as an industry leader in the field of water treatment. He has led numerous municipal and industrial water and wastewater treatment design projects throughout the Mid-Atlantic United States, has served as an instructor for Water and Wastewater Treatment Operations, has presented at regional and national technical conferences, and has had numerous papers published in technical journals. Mr. Cargnel also holds a patent related to the removal of fluoride from water.
One of Mr. Cargnel’s notable projects was the design of a 5.2 MGD water treatment facility at Pennsylvania State University. The facility was specifically created to provide safe drinking water to the University Park community, incorporating a new SCADA system meeting the university’s standardization requirements. Dan also brings experience in the design of water desalinization facilities and processes, microfiltration, and reverse osmosis technology.
Dan is married and has two children. In addition to spending time with his family, he also enjoys woodworking as a hobby.
Dan’s presence at Buchart Horn will be instrumental as he collaborates closely with our Water Resources team. His accomplishments in water treatment engineering, his leadership in managing complex projects, and his dedication to the client’s needs make him a role model in the field. Dan’s work continues to leave a lasting impact on both the water industry and the communities he serves.
