Buchart Horn, Inc. announced last month that the firm appointed Scott E. Russell as President and Chief Executive Officer of the firm, succeeding Charles L. (Chuck) Kinney, Jr., and Brian Funkhouser who have served in these roles with distinction. The transition reflects a planned leadership succession and positions the company for continued growth and strategic advancement.
As part of the transition, Chuck Kinney will assume the position of Chief Operating Officer. Chuck is retiring after 35 years of dedicated service, during which he led the company through periods of significant growth and strengthened its reputation for responsive, client focused delivery.
In addition, Brian Funkhouser will be transitioning from his role as Chief Executive Officer. Brian has been with the company for more than 45 years and has played a pivotal role in shaping Buchart Horn into the respected, client-centered firm it is today. During this transition period, Brian and Chuck will continue to support the organization by working closely with Scott to ensure a smooth and successful leadership transition. Brian’s steady leadership, commitment to people, and long-term vision have left a lasting impact on the organization, its culture, and the communities it serves. His legacy is one of integrity, collaboration, and an unwavering dedication to excellence.

Experienced Leadership
Scott brings more than three decades of experience with Buchart Horn, most recently serving as Senior Vice President of Water Resources. Throughout his 33-year tenure, he has led major water and environmental initiatives and has played a central role in advancing technical excellence across the organization. His deep institutional knowledge and proven leadership will guide the firm as it continues to deliver integrated engineering, architectural, and planning services to clients across the Mid Atlantic, Southeast, and nationwide.
