Master Planning

Planning at Buchart Horn is a collaborative process that helps communities make confident, informed decisions about their future. We do not treat planning as a separate discipline. Instead, it is an essential part of how we support clients in shaping their facilities, infrastructure, and long-range growth strategies.
Our team provides master planning, facility planning, comprehensive planning, zoning and subdivision ordinance updates, environmental planning, recreational and trail planning, space planning, and campus and municipal studies. These efforts are supported by in house expertise in civil engineering, water and wastewater systems, transportation, landscape architecture, land planning, GIS, and modeling.
Whether we are preparing a utility master plan, a multi-year sewer rehabilitation strategy, a parks and trails plan, or a municipal facility plan, we focus on creating solutions that are practical, sustainable, and grounded in real-world constraints. Our planning work includes existing condition evaluations, vulnerability and resilience assessments, infrastructure capacity reviews, and community engagement. We help clients identify priorities, develop phased implementation strategies, and position projects for funding and long term success.
