
The intersection of US 190 at LA 25 is a signalized intersection comprised of a four-leg approach connected by a major collector road (US 190) and a minor arterial road (LA 25). The southbound approach on LA 25 is comprised of two through lanes with exclusive left and right turns. The northbound approach on LA 25 expands from one to two through lanes with an exclusive left turn. The eastbound and westbound approaches of US 190 are two-lane roadways with an eastbound exclusive right turn. This intersection is located in the central region of St. Tammany Parish in Covington, LA where gas stations, restaurants, and other businesses are located at every approach of the intersection.
BH conducted a Stage 0 Feasibility Study analyzing apparent safety issues using data collected from the Louisiana Department of Transportation and Development (LADOTD) and the New Orleans Regional Planning Commission (RPC). Through the use of Synchro 7 software, we provided reports identifying levels of service for AM and PM conditions for each approach. The Stage 0 Feasibility Study evaluated two conceptual alternatives for the intersection such as improvements to the existing intersection, including protected turn lanes with signalization timing improvements and a multi-lane roundabout. The alternatives also looked at incorporating a frontage road and surrounding intersections. The scope of services included:
- Gathering of readily available information
- Coordinating with the City of Covington, St. Tammany Parish, the RPC, and LADOTD
- Performing traffic study
- Providing crash and traffic analyses
- Performing cost estimation
Providing alternative development and comparison matrices in order to achieve a recommended alternative.
